Senate Message:

The senate refused to concur  with an amendment to SB 369 and requested a committee of conference. Senate President appointed Senators Bradley, Stiles and Kelly to the committee.  The House accepted the request for a committee of conference in a voice vote.  The speaker appointed Reps. Ladd, Kurk, Hinch and Shaw to the committee representing the House.

HEALTH; HUMAN SERVICES AND ELDERLY AFFAIRS

HB 1193, relative to the wellness and primary prevention council. OUGHT TO PASS WITH AMENDMENT.

 

JUDICIARY

HB 1217, relative to the duties of and meeting requirements for the judicial council. INEXPEDIENT TO LEGISLATE.

HB 1676, relative to attachments on benefits under the judicial retirement plan. INEXPEDIENT TO LEGISLATE.

HB 1677-FN, abolishing the supreme court general counsel position and the judicial council. INEXPEDIENT TO LEGISLATE.

 

MUNICIPAL AND COUNTY GOVERNMENT

HB 1345, repealing the age limit for sheriffs. INEXPEDIENT TO LEGISLATE.

HB 1427-FN-A-LOCAL, suspending the water and air pollution control facility property tax exemption and appropriating certain revenues for water pollution control grants to municipalities. INEXPEDIENT TO LEGISLATE.

HB 1505, allowing municipalities to exempt water and sewer pollution control facilities owned by educational institutions from the local property tax.INEXPEDIENT TO LEGISLATE.

HB 1281, relative to divorce petitions and procedures. INEXPEDIENT TO LEGISLATE.(The committee report adopted in a voice vote)

 

Due to a voting malfunction, HCARC15 is moved to a place later in the calendar

 

HCACR 15, relating to the election of judges. Providing that judges be elected for specific terms. INEXPEDIENT TO LEGISLATE.

MUNICIPAL AND COUNTY GOVERNMENT

HB 1119-LOCAL, relative to the maximum optional fee for transportation improvements charged by municipalities when collecting motor vehicle registration fees. MAJORITY:  OUGHT TO PASS.  MINORITY:  INEXPEDIENT TO LEGISLATE. (The committee report of OTP is defeated in a voice vote) Rep. Kurk moves ITL(The motion of ITL passes. Division vote. 165-127)

 

Due to a voting machine malfunction HB 1119-Local is moved to a place later in the calendar

 

TRANSPORTATION

HB 1438-FN-LOCAL, relative to the registration of antique trailers. OUGHT TO PASS. (The committee report of OTP passes, voice vote)

Speaker Jasper moved that Rep. Myler’s comments be printed in the permanent journal, without objection

 

HB 1562-FN-LOCAL, allowing counties to establish heroin use prevention and treatment programs. INEXPEDIENT TO LEGISLATE. (the committee report of ITL is adopted, Division Vote 283-63)

 

BILLS TAKEN OFF CONSENT CALENDAR

HJR 3, calling for the investigation and defunding of Planned Parenthood. INEXPEDIENT TO LEGISLATE. Rep. Kotowski moves to table HJR3.  The motion fails, Roll Call vote, 112-227. The committee report of ITL is adopted, 227-100)

 

Rep. Hinch moves the third reading.(motions passes, voice vote)

 

Without objection, the speaker moves that the remaining two bills (HCARC 15 and HB 1350)  be taken up at the next session of the House, 2/4 at 1 p.m.
