Frank Guinta is the 32nd person to represent New Hampshire’s First Congressional District since its creation in 1847. The district includes New Hampshire’s largest city, Manchester, and stretches from the Mount Washington Valley and Lakes Region in the north, to the seacoast in the south.

Frank came to the Granite State to complete his Masters degree in Intellectual Property at Franklin Pierce Law Center in Concord and fell in love with New Hampshire. He chose to make Manchester his home. Frank holds a Bachelors Degree from Assumption College in Worcester, Massachusetts.

Frank Guinta is the 32nd person to represent New Hampshire’s First Congressional District since its creation in 1847. The district includes New Hampshire’s largest city, Manchester, and stretches from the Mount Washington Valley and Lakes Region in the north, to the seacoast in the south.

Frank came to the Granite State to complete his Masters degree in Intellectual Property at Franklin Pierce Law Center in Concord and fell in love with New Hampshire. He chose to make Manchester his home. Frank holds a Bachelors Degree from Assumption College in Worcester, Massachusetts.

He was elected two terms as a city alderman and two terms as a State Representative.

In 2005, Frank was elected mayor of Manchester, New Hampshire’s largest city. He worked hard to give Manchester residents their first tax cut in a decade, he cut borrowing by 50% and instituted the city’s first spending cap.

Guinta also oversaw implementation of the COMSTAT program in Manchester, which resulted in a 17% drop in violent crime in Manchester.

Frank, and Manchester under his leadership, were recognized for many accomplishments during his tenure as mayor, including: implementing a comprehensive Student Information System (SIS) to present real-time data on the more than 16,000 Manchester School District students; the Rimmon Heights Neighborhood Initiative, which is a public-private-nonprofit neighborhood revitalization program; The West Side Neighborhood Health Center which includes a Pregnancy Care Center, Child and Adolescent Clinic, and Primary and Mental Health Care; and the facility expansion of five colleges in Manchester.

Frank and his wife, Morgan, were honored in 2001 by The New Hampshire Union Leader’s “40 Under Forty” program. They are the only husband and wife to be so honored by the newspaper.

The Guintas live in Manchester with their daughter Colby, seven, and son Jack, six. Frank believes it is important to spend as much time as possible at home in the district with his family, so he can keep in touch with the desires of the people he represents. He is in Washington for committee hearings and to vote; otherwise, he is back in Manchester.

In Congress, Frank Guinta currently serves on the Oversight and Government Reform, Transportation and Infrastructure, and Budget Committees. He is actively involved in helping create an economic environment that encourages small businesses to expand and create new jobs, to lower taxes and to stop the federal government’s intrusion into our lives.
