This system has been in existence for approximately twenty years, and there is ample evidence of it’s effectiveness in breaking the cycle of addiction.  Rich offered hard statistics regarding the success of graduates, which is about 2/3rds of those who participate, as opposed to traditional punishments in which 9 out of 10 re-offend.

We learned in this segment also that Mayor Ted Gatsas has secured agreements from local businesses to offer employment to successful graduates, which is key to assuring participants do not re-offend.

Taxpayers have been absorbing the costs associated with drug addicted inmates, and represents as much as 40% of health care costs in local jails.
