(Hour 2a) Rich talked about Manchester School District Superintendent Bolgen Vargas and his attempts to bring awareness to the ongoing budget issues in Manchester.  He shared about an interaction between Superintendent Vargas and former Mayoral candidate Joyce Craig and he discussed structural issues that need to be addressed.
