(Hour 2a)  Charter schools in Manchester have not had an increase in funding since 2009.  Enrollment is in decline, and some feel that the state should help facilitate these popular institutions.

Rich then talked about the eleven remaining days the alderman have to produce a budget, and then the default budget kicks in.

What will the Aldermen do with the Elderly Services department, and would this mean some sports programs have to be delayed? The city of Manchester, with 7.8 million dollars of roadwork scheduled, due to a lack of equipment, and available personnel, will need to subcontract 6 million dollars worth of it to outside contractors.

They should seek the most cost effective solutions, to avoid the perception of irresponsibility.
