(Hours 1a,b,c) Manchester Police Chief Nick Willard“I hope someday it becomes a national law enforcement initiative,” Police Chief Nick Willard said regarding the Beards for Bucks fundraiser that the Manchester Police Department is involved in.  They then switched gears and discussed the recent decision to encrypt communications from the police scanners, debating on department transparency and the aspect of privacy.

(Hour 1b) Before discussing community outreach, Rich and Chief Willard talked about communication issues surrounding the recent influx of BearCat deployments within Manchester.

(Hour 1c) Rich and Chief Willard continued into the third segment by talking about hazard duty pay and the recently approved police contract,  deliberating about the necessity of officer detail on side streets.  “How does the community sustain the cost of the contract,” Rich wondered.  They then talked about gang-lead drug problems and the subsequent influx of shootings in the city.  Finally they spoke about predictive policing, Granite Hammer and the violation of liberties.
