Is the district actually driving the classroom problems?  Rich includes in this archive a detailed description of how he would better utilize existing classrooms, and cites former Superintendent Thomas Brennan’s study that showed how to work with the existing infrastructure, without the need for any expensive building projects, to reduce class size.  Revisit the study, it will work!
